Most of American law enforcement works in departments under 150 sworn — agencies that carry the same case law, the same liability, and the same accreditation standards as the majors, without enterprise budgets or a procurement office. So we price the way small departments buy: fixed prices, tiered by agency size, published in the open. No RFP. No enterprise minimums. No "call for a quote."
How our pricing works
- Fixed price, agreed before work begins. Never hourly. The number we quote is the number you pay.
- Tiered by sworn strength: Micro (10 or fewer sworn) · Small (11–49) · Mid (50–150). Same deliverable at every tier — the scope scales with your agency, honestly.
- Purchase orders accepted. W-9, references, and sole-source documentation available on request.
- Travel billed separately at actual cost for on-site work, so the service price stays clean.
- 50% deposit holds engagement dates; balance on delivery.

APR Partner — the specialist staff a small department can't hire
A 12-officer department needs a policy writer, a crime analyst, and someone who keeps the forms current. It cannot hire three people. APR Partner is a monthly retainer that covers the work those three people would do, priced so a small agency can actually carry it in a budget.

What the recurring work actually means. The monthly crime-stat report is the one-page report and command notes shown in our samples, built from your records each month. The quarterly policy currency check reviews your general orders against case law decided since the last check and tells you which ones now need attention — before a plaintiff finds them. Forms kept current means when a statute or standard changes, your affected forms are revised and reissued without a new engagement.
Twelve-month agreement on Partner tiers, cancel at renewal. Essentials is quarter-to-quarter. Purchase orders accepted on all tiers. Additional OnScene seats are available to Partner agencies at member rates. OnScene agency seats activate at the app’s public launch; subscriptions are billed through the App Store.
Every Partner tier includes the 15% engagement discount, so a single policy audit or forms package usually returns most of a year's retainer.
On-site training
Instructor-led training built on The Investigator's Field Reference — taught by its author. Every full training day includes ten hardcover copies of the book and a classroom set of the figures for your roll-call wall.

The regional co-host model is how small departments already share resources — one date, one instructor, four agencies trained. Academy semester licensing is quoted separately.

Product pricing is on each product page and is the same for every agency: the hardcover Field Reference ($99.99), the eBook ($34.99), individual figures (digital PDF from $12.99), and the Agency License for all 105 figures ($499.99). Volume and academy pricing on request.
How agencies pay
We work the way your finance office works: purchase orders accepted on all services and bulk product orders, net-30 on approved POs, W-9 and references provided on request, and sole-source justification documentation available for engagements that qualify. Many of our engagements are priced within a chief's discretionary approval authority — that's deliberate.
