The same gap that leaves small agencies underserved leaves you unable to reach them. There are roughly 11,788 local police departments in the United States. About 96% of them have fewer than 150 sworn officers, and nearly half have fewer than ten. They buy equipment, uniforms, forensic supplies, evidence packaging, software, and vehicles every year — but they place orders too small for an enterprise sales team to chase, they rarely attend the large trade shows, and no distributor's rep is driving out to a six-officer department.
We work with those agencies every day. If you supply law enforcement and you are willing to serve departments at that scale, we would like to know who you are.
How the supplier network works
Applied Police Resources provides equipment procurement support to agencies: we identify what an agency actually needs, source it, help them evaluate options, and then connect them directly with the manufacturer or distributor. We do not resell, we do not mark up equipment, and we do not stay in the middle of the relationship. The supplier relationship belongs to the agency going forward.
The network is the list of suppliers we know will take that call.
Our conflict-of-interest commitment — read this first
This matters more than anything else on this page, so we will state it plainly:
- Suppliers do not pay for placement in a procurement recommendation. There is no listing fee, no sponsorship tier, and no commission from suppliers that would put a thumb on the scale of what we recommend to an agency.
- We are paid by the agency, as a fixed fee or a published percentage of the purchase, and that arrangement is disclosed to the agency in writing before any procurement work begins.
- Every recommendation is documented with what was evaluated and why the recommendation was made, so an agency can put it in front of a council, a finance director, or an auditor.
- Being in the network is not an endorsement and does not guarantee a recommendation. It means we have your information and know you will quote a small agency.
Public agencies spend public money under procurement rules. A recommendation that can be bought is worthless to them and would end our usefulness on the day it was discovered. We would rather have a smaller network we can defend.
What we look for in a supplier
- You will quote a small order. Six vests, two cameras, one evidence-drying cabinet — without a minimum that rules the agency out.
- You accept purchase orders and can work on a municipal payment cycle, typically net 30.
- You can provide the paperwork small agencies need: W-9, certificate of insurance, and where applicable, sole-source justification documentation and cooperative-contract or state-contract pricing references.
- You support what you sell — warranty, service, and a person who answers the phone after the sale.
- Your pricing is honest at low volume. Small agencies are used to being quoted a penalty for being small; the ones who aren't remember it.

Other ways suppliers work with us
Separate from procurement, and kept deliberately separate: we run training days inside agencies and publish reference material used in briefing rooms. Suppliers occasionally sponsor a regional training day so several neighboring departments can attend at reduced cost, or provide equipment for hands-on instruction. Sponsorship is disclosed to attending agencies, is never tied to a procurement recommendation, and never buys a mention in a policy, a figure, or the Field Reference.

- Product categories, and your realistic minimum order
- Whether you accept purchase orders, and your standard payment terms
- A contact who will actually respond to a 10-officer department
- Any cooperative, state, or GSA contract vehicles you are on
We review submissions as they arrive and will tell you plainly whether you are a fit. If your minimums genuinely do not work below a certain agency size, say so — that is useful to us, and we will not waste your sales team's time on agencies you cannot serve.
